So I have two computers. One is a Apple and it already had something built into to it to find and connect to wireless internet, which comes from our next door neighbors, he gave us the password and the computer connects real easily. But my other computer a Dell PC running Windows XP has no internet. I would like internet on the Dell PC but I do not know how to connect to the internet on it. I've read that there are wireless routers, but i thought the routers just sent out the signal. How would i get my PC to read and register to connect to my neighbors signal?

When i do that all it brings up is Local Connection so i dunno what else to do. I've tried all that stuff with setting up a new connection but it doesn't find anything.

If you want to connect to your neighbors wireless internet you don't need a router (a router makes your internet wireless, which means your neighbors have one).

Your PC doesn't have a wifi card built in unlike your Apple. All you need is a wifi receiver which can be a wifi card or a simple wifi USB stick. Go to an electronics store and ask for one, they don't cost much (around $25/$30).
