ok then...how can i turn a real picture of some1 into a photoshopped version
i dont mean just removing spots or whatever, but turning them into a vampire or say just making them look like they were painted.

    like this is suppose:

they took a picture of their friend and turned them into this
    using photoshop

    Photograph to Painting Effect

    Photograph to Painting Effect

Ok, so this is pretty simple.

For this you will need atleast Photoshop CS4, and a tablet is recommended.

    1. Open image and copy the background layer. (the photo you want to "paint")

    2. Apply a Surface blur (Filter>Blur>Surface Blur)

    - Radius 2, Threshold 18

    - This will get rid of a lot of detail you get when you take a photograph.

    3. On this same layer, bring the opacity down a bit to let a little bit of detail to show through.

    4. Go ahead and merge the images.

    5. Next, grab the blur brush tool, and set the strength to about 50. With your mouse/tablet, brush over any wrinkles, shadows, or highlights on the photograph. Make sure to stay away from edges around the eyes and nose, also stay away from the edge of the face.

    6. Copy this layer again

    7. Now we're going to add a Gaussian Blur to the new layer

    - 1.0

    8. Now hit CTRL+U (or COMMAND+U if you're on an expensive paperweight) to open the Hue/Sat dialog

    9. Check colorize, and drag Hue to 200 and hit enter

    10. Set this layer to Overlay blending mode, and adjust the opacity to your liking. I prefer 30% - 40%

    11. Merge everything again.

    12. This is where I usually stop, but if you want to go all the way, using the smudge tool on the hair along highlights adds to the effect. Also, you can use the brush tool over the skin (using the eyedropper to get the skin color)

    Good luck to you all!

You can't really make a how-to guide for that type of thing. That's mostly/all brushing with a cut-out placed in.

@kay - digital painting, no tutorial can be given for that other than natural drawing talent.
