Ok, so Maul tried to help me, +rep for him, and the prob is still there........ It changes my color, wallpaper, and cursor, but the taskbar and windows wont skin........ just change color.

I did exactly what the link he gave said and I am currenlty running a theme with it. you need to download a small program to swap the file through CMD because windows won't aloow you to.
^^^No, don't lash out like that. I know azn rebel's situation. He has used the command prompt program for swapping the uxtheme.dll and it did not matter. As a matter of fact, I know the problem is deeper because he has also tried WinBlinds and the problem exists still.
