that isnt really vector. Vector usually involves using the pentool.

but the tutorial itself isnt too bad.

 

yeah its more of an auto shape tut, but the result atleast looks like vector cud have done more explanation at the adding more layers part

 

well, just concider it a special way of vectoring

That's not vector art, it's just custom shapes, but it's a great tut nontheless.
