actually intels PIII copermines came with unlocked multipliers. I temproraily OCed my schools PIII system just for fun, showed it to my history teacher and he was like WTF, funny crazy guy... also the athlon XP ratings were ----. a 1900 outdid a 2.0GHz P4, but a 3200+ was on par or slightly behind a 3.0GHz P4 reset jumper pin on the motherboard... motherboard shows no signs of OCing... and proc, ram, and VGA cards(I think) don't retain memory of OCing... it's almost impossible to prove you OCed unless you physically modified something like removing the ICH, pencil trick etc.
I wasn't even going to comment on that whole thing. But hey.. if they want to think you can't just claim it xploded on it's own, so be it. It is, like he said, almost impossible to detect an OC if you don't modify hardware.
