Some advice. Go to the web templates section and check out the pinned topics. There are some sites listed there that are really well designed. Look at them. Try to reproduce some style you liked by esperimenting on Photoshop.

 

What i do..

When im designing a temp; i first do this:

Look 1/2 hours on well-designed sites. Look on the details.

Then just start Photoshop and inspiration will come.
