Starting from scratch wont do anything, this is the most efficient way to get things moving.

People who have lots of credits will be prime targets for the item, this encourages the bank, which takes a % of each deposit and withdraw to get credits out, or you can leave them there, be a heavy target, and people will lose double the credits they try to take from you. This also encourages the spending and not the hoarding of credits, it will boost the average credit amount, make it easier for noobs, and encourage selling in the auction house to make and distribute credits.

There are far too many people who were hoarding all the credits they had, never spending them, never doing anything constructive with them, this is what we plan to do to solve the issue, and imo its been working great, even though some people got hit much harder than others.

 

Just because I stole doesn't made that I made a profit from it. Keep in mind that you do have a chance to lose.
