Okay my friend is coming over and I was wondering if there was a way to make the games on his steam account, show up on mine and make it so they are playable without his account and vice versa. Im guessing if it is possible I would have to move files, but what would trick steam to thinking I have it?

this is considered a warez request, or a hack trying to make steam thinking you have it on your PC, which u didnt pay for. Instead of reporting you i thought ill be nice and just let u know before the mods see.

the one worst thing about steam is that it is very hard to do anything 'inappropriate' with it.

and no way you can do that :)
