I have a question, in a steam account, do you download the games on your computer and play them? Or do you need the game to use the steam account? I am just confused on what a Steam account actually is, care to tell me?

You log into the account and install the games you want to play that are on the account. So all the games you see in his screenshot you are allowed to install and play.

Except for the pre-load games, those are just demo's.

The others are there for you to install and play the full versions.
