Smudging?

hey, i was about to create a new signature using smudging when i realised i can't use these settings, i am using Photoshop 7.0.

why is this?

just have, been looking through some 'sites' to 'get' cs3 but none of them seem to be working..

Well that really sux cuz I need to 'get' CS3 really 'cheap' too =P.
