Seeking Professional Coders - Paying Money

I have a request for any coder willing to make some money. I need a script that will allow me to make a directory on a server with a quota. I dont have root access so it needs to run on a shared hosting account. Also, it needs to function as a standalone script. Here are some other things I want:

-Admin panel to manage each directory and its quota
-Ability to upload via normal FTP to the directory and have the user get a "maximum space exceeded" message or similar
-Use of MySQL maybe to manage easier

These are just some ideas. Hopefully you understand what I am looking for and hopefully it can be done for a decent price. If you are interested, PM me with your price and how well you think you can do this.

I pay via Paypal but I wont pay if it is not what I am looking for.
