    I see by the most of all banners the BG is glowing most by White BG how you doe that???

    It looks like the did some white brushing with a soft brush, or left some
    spots white then duplicated the layer put a guassian blur to about 3.0
    and then set it to overlay, other then that you should PM the creator.

    Layer > New Adjustment Layer > Brightness/Contrast - Just raise brightness.
