Let they guy have fun, that's what you want out of a game. You want excitement, here's a guy that's putting a show on for everyone, and gets publicity for it. I think as long as it does not prolong the game, that they shouldn't punish for celebrating. Much as I hate the Eagles, I love TO for standing on the Cowboy's star....twice.
