well if you want a domain with it (.net .com) this will be around the $10 , but if you want hosting with it probaly will be some more..

you can upload you site by using an FTP program (google)

you can put your work on it by hand or by a system.. wich will probaly by hand, you can do it with dreamweaver ( costs some money ) , or by just an text editor but you will need some basic html to do that tho

    For the template question:
You can make it and code it yourself. Or if you have the credits to spend, you can buy one off of the many talented artists on GR.
Coding is what your template looks like on your internet browser.

    Do you need a host:
Yes, you need a host. This is your site without pictures. Without a host, you have nothing (think of imageshack, if that site is down, you have nothing to host or image right?)

    Domain, .com .net?
That will cost you, roughly no more then $10 a year.

How can you put a template on the internet?
When you get your host, you get something called a control panel (think of your computers hard drive, and the folder called "My Computer", holding everything thats in your computer, same thing)
In your cPanel (control panel) you have an option to upload things to it. Here you would upload all of the images in your template, and then edit your HTML file with the links to the images. For example:
    Code:
    <img src="http://www.yourhost.com/yoursite/img_01.html>
It gets a lot easier if you have the HTML file in front of you, trust me :)

How can you change it when its written?
Well, when you have the HTML file, you have a part of it called the "content" (also can include the "header", "footer", "sub-header", etc). There, you can edit your whole text.

How can you put your work on it?
That my friend, is up to you. You can open up the template on photoshop, put in your custom images, re-slice the template, re-code some parts, and your done.

    Hope that helped a bit.
