Finally finished building my comp but anyway I was just looking through cpuz and noticed that my multiplyer is at x 6.0 when it could be at x 9.0? Which is causing the clock speeds to drop a lot.

go in to your BIOS and advanced chip set options can't you change the multiplier?

    it's eist

try running a demanding program and watch as the multi shoots up to 9.

basically what eist(Enhance Intel Speed Step) is would be a procedure to recude CPU speed when it isn't needed. This saves electricity and lowers heat output.
if you're doing a fair bit of overclocking this is an additional factor and is often disabled, but at stock or near stock it' better left on than off.

if you insist on disabling it, check BIOS for EIST or CE1, but it's nothing to worry over.

I turned that off last night I was talking to others on some other forums and even that didn't work.

Even with EIST on, there is no performance impact whatsoever, as the multi will shoot straight back up the moment it's needed.

Well when I am playing css it wouldn't stay at x 9.0 it would just jump for a second than go back down to x 6.0

if it's going down to 6x when you're minimized out of the game it's a non issue, or if it's your video card which is impacting performance the most and not the CPU, but if it's adversely affecting performance then it is. usually the delay between the switch is so minimal that you're incapable of noticing.

if EIST is kicking in, then the CPU isn't even being fully utilized @ 1.6Ghz

    again nothing to worry about.

and personally I've heard tons upons tons of people saying that CSS was very CPU limited, but I've traditionally found the opposite to be the case, where my frame rate is almost 100% dependent on my card/video settings.

css got a pretty decent boost but cod2 got a huge boost compared to what I was getting before plus it uses 2 or 4 cores just wait till css can use more than one core lol

    again CSS doesn't really matter
60 man zombie mod server w/ unlimited ammo and lots of movable objects...
framerate over 100 with CPU @ 2.6Ghz when AA is at 4x

drop it down to 10 men same map and pump the AA to 16xMSAA and the frames drop.

but yeh for most other games it does matter a bit.

one fo these days I'm going to test how CPU limited source is via my newest toy, a celeron 420
