    What is a good program used to make themes for phpbb??

    Whatdya mean? You make the art with photoshop, then code it. =)

    there's no easy program... you have to create the pictures in photoshop, and code it using xml and stuff

    It truely isnt that hard. If you want to start off simple and get to know phpbb coding i strongly suggest you base your first template off of subsilver.

    Also Adobe Photoshop is what most use to make images for it :)
