Photoshop Elements 4.0 Help

I can't seem to find where the settings for the smudge tool would be located. I've never had problems while I was working with trials of CS2 and 7.0, but now that I'm here I cannot find the brush settings (i.e. Scattering, Texture). Could someone offer some assistance?

I'm using elements 2.0. Been using it for a while so I know a good amount about it. Therefore, I can tell you that there are no scatter/texture options in ps elements, at least in 2.0 and probably not in 4.0.

Scattering/texture etc is in CS and CS2, it's not even in PS7 which I used to use.

 

And it's located at the top right hand corner.
