That is the cable as daemond said the wires are starting to come loose just buy replacement or switch it with a different cord if you have one laying around.

Go to the back of your computer and monitor and press all the plugs in perfectly. Your monitor isn't flat screen i believe?

If you have another computer in the house, just take the VGA cable from it and test out if that is the problem... Which, like everyone else has said, is most likely the problem. If there is a problem with another VGA cord, you could try switching to a DVI cord, and see if that works.

And judging as you are showing off your computer's specs you would most likely not have a CRT monitor, but if you do and the VGA cable is always connected to the monitor... Its time to upgrade. ;)
