Aww..That's easy.. Mess around with those elements.. Noise, Pixel Stretch, Wind, And you need like 3 layers of the noise so it's black... I was gonna provide a psd. but the photoshop program just shut off... :huh:
Switch to image ready..You should try to get around 4-7 layers with the white lines at different places, Then do the animation part, clicking the same frame for the layer, etc..
Euhm I made a tutorial about that in Dutch, lemme explain simply: Get your pic: Duplicate the layer Filter-Distort-Grain or something Then just delete everything except the above and under (delete with feather 20 px) Then put Scanlines on it, with opacity around 80%
