    Yeah that would be your best bet.. take full advantage of the great tutorials out there.

    you cant put a layer UNDER the background

    you cannot unlock the background, the best thing to do is what Bonafide said, copy the layer you want as background, then open new image paste,

    goto Layer >> Flatten Image and no you got your chosen bg.
