Well, on step two you create a new layer and you used a soft rounded brush to add some lines to this layer.
Then go to filter < pixelate < mosaic and play around with the cell size untill you get something you like.

Another filter that gives a similar type of effects is filter < texture < patchwork. That also gives a bit of a mosaic look.

you have to hide the blackground layer click on the eye on the left side of the layer then make a new layer and brush with a soft brush some lines on it an then you have to use the filter. and then you should get something like the tut.

if you still don't get a good outcome just mail me @ gr and i will help you.

seems pretty plain to me that whoever made the tut skipped the obvious wave filter usage AFTER the pixelize.

Well, I've tried it and your right, the mosaic effect doesn't quite look like this.
Also Pepsi is right, after you've made the brush strokes, go to filter < distort < wave first. Then you'll get those curvy lines.

Have you tried pm'ing the author of this tut?
