    It'a not a mIRC channel, but an IRC channel... mIRC is only the aplication that u use to enter an IRC Server.
    You can create with /join #channel
    and it's criated... own op and done...
    in pt.net server you have to register the server like...
    open mirc
    in status window do /server irc.telepac.pt
    then /j #channel
    and then /channel #channel register

    so it depends on the server that you whant to place the channel
