To resize open in photoshop, go edit>free transform and hold shift while clicking on one of the points that appeared.

    Making Scanlines
    -----------------

To create a scanline pattern open up a new image in photoshop
the size should be 5x5 with a transparent background. Once you have done
this just zoom in as much as possible. Now press 'd' to reset your
foreground and background colors (this is being done to make your
foreground color black). Now make a line with the pencil tool.
    Go to edit>define pattern.

    Adding Scanlines
    ----------------

Make a new layer on top of the images that you want to add the scanlines
to. Now press ctrl+a and then go to edit>fill and use the below settings.

    Use: Pattern
Custom Pattern: Find and click on your scanline pattern.

YOu should now have a bunch of black lines over your image. To make the
scanlines less visible set the scanline layer to overlay.

Not Adding Scanlines Over Certain Parts Of An Image
    ----------------------------------------------------

Make sure you have your scanline layer selected for this.
Use the lasso tool to select the part that you DO NOT want to be covered
in scanlines. Once you have done this go select>inverse then press delete.

another method of resizing is Ctrl+t, this works for everything. If you are on a mac, try APPLE+T
