increase the speed of the system bus. adjust voltage and drive strengths as necessary. ensure you've got adequate cooling simple as that. how you do that varies by the type of system you have though and since you told us nothing we can't tell you anything more until you do.
Increase the multiplier and the fsb, that should more then efficently overclock your system. Do it in small increments though if you dont know what your doing.
quite literally 99%(if not more, FYI 98% of CPUs sold are under the $200 mark and traditionally the unlocked CPUs fill the $1000 bracket) of the CPUs sold have upward locked multipliers. also, AMD based platforms don't use a front side bus, they use a hyper transport bus, and while the principle's the same it's inaccurate to call it FSB. I actually talked to him over MSN, he's a got an OEM system with a locked BIOS and a sempron. basically he wont' be OCIng anything.
