Your taskbar might be on autohide, ifso turn it off to get rid of the border.

autohide has nothing to do with it, check it yourself.

Locking the taskbar will only prevent him from changing the proportions on the taskbar itself, turn off autohide and it will go away.

have you ever used windows NT? 9x is outdated.

locking the task bar gets rid of the border on it. Autohide is independent of whether or not the bar is locked and cn be resized when moused over.

    Merged Post:

    allow me to demonstrate:

1: without auto hide and with lock, normal for me.

    2: with autohide without lock

3: with autohide but now with lock

note how I have the small resize bar and the inside slide thingy on number two but on neither 1 nor 3.

ahh, you are indeed correct then, I've always used a modified classic theme or a custom theme myself so I am in the wrong here. Here's a good question though, why use the defualt theme if it's so dang ugly?
