How Do I Do These White Lines?

How do i do those white lines close to the font?

 

Its just a white line with a gradient of white to transperant. with white set at 50 in the middle and transperant on either end of the bar.

 

You could do it that way.

To do that particular effect, I would draw a short white line and then goto Filters-->Blur-->Motion Blur.

 

Use the line tool and then do a motion blur of 20-40 I usually use 30.

 

ywah your ways will probably look better.
