I thought this would be a neat concept where you could click the "plus" and "minus" signs to open or close a "frame" or "table" as well as the links. allowing more room to read. anyways, I have no clue how to code so I can only dream.
Sorry to say but this is the crappiest design I've ever seen dude... The green hurts your eyes; backgrounds with full black are really hard to pull off; the typography is incorrect; and finally the 'concept' of + and - can easily be done (and has been done) through javascript.
The typography is totally wrong.. I don't like the colours that are used. Green and black isn't the best colour combination there is imo. All what has been used are shapes, gradients and a font (I'm not even sure if you used more then one font) Sorry for the pretty tough comment btw =/
You gotta work on your text, colors, and positioning. It's way to plain as well. I suggest just read some tutorials on web layouts because it'll explain things so much easier for you.
