If you want something really good you need to buy them. Of the free forum makers, I guess IPB (Invisionfree) is the best ones. But there is also PhpBB (Which sucks in my opinion) BUt im not sure if it will count as advertising so just google it.
The free forums are going to be ----ty in almost every case. If you want a nice board, your going to need to dish out some cash.
