    Aren't lotteriess against the rules?

    Not that i'm trying to rain on any parades here I just don't want to see penalties given out.

    No? Well lets say if there is over 20 people and all of them spend 50 credits on a lottery and then only 2 of them wins and maby nobody wins where do the money go then?

    I don't think penalties can be given out until he/she actually makes the lottery. He's just posting the idea of creating a lottery, not actually making one yet so no penalties can be given out. -_-
