What you're looking for are emulators, but I'm not exactly sure if they are legal or not.

Emulators are illegal. So, no you can't play any gameboy pokemon games on your PC legally.

Actually, as long as you own an original copy of a game featured on on emulator, it is 100% legal to use that emulator and game. So if you have the original Pokemon cartrige, broken or working, it is legal for you to use an emulator and ROM.

Actually, emulators are not illegal. It's actually commercial roms that are illegal. If you don't own the game, then you can have it for 24 hours before it becomes illegal. If you own the original copy, though, it's 100% legal.
