I only had 2 problems. Im still a newb so I must be doing something wrong, but it will not let me put a border on. I tried different layers with stroke (using the color red) and it was quite visible but when I made a new layer, hit select> all and tried stroke it would not show. Also when I selected the elliptical marquee tool hit shift to make a circle, then went to layer stroke and used white nothing showed up either :( . Any help on my problems is appreciated.

You have to make a new layer for the circle, and the boarder.. So you make the selection, hit new layer, then inside the circle stroke 2 px white. Look over the step a few times and you'll get it.
