yes the first one has more depth. its not really someone you can just do. the only way to really get it is just to practice. when you mix certain effects and things of that nature, it kind of builds up. the 2nd tag is really flat, while you can look deep into the first one and see more detail and not just focus on the render.

I think i kind of get it.. like the first one.. you can see the background but it appears to be far off due to the blur.. and the stuff closer up is sharper.. so ti appears closer up?

In the first sig the depth is made with a lot of blurring and sharpening.
The things in the bg are blurred, the things in the front are sharpened. But make sure the contrast between those 2 isn't to big.

You can also give your sig depth with the lightning (effects).

There are a couple of ways to achieve depth. You can stack different shades(darks and lights) of the colors on top of each other, you just have to make sure they go from light to dark or dark to light (you should never have dark, light, dark, light, dark, or the whole thing one shade).
Another way is like you said where one part is sharp and everything else is blurry, making it look like a camera is focusing on one thing and everything else is too distant from hat object for it to focus on it.

The top tag you posted actually only has decent depth on the left side, the other side looks like the guy is standing in front of a flat wall.
Heres something to show you what I mean about the shades:

I just added the outer glows to the arrows so you could see them better. It might be kinda hard to understand but I hope it helps.

P.S. It would probably help to compare it withe the original tag so you can see the actual shades.
