Hmm not quite sure what you're talking about, so I'll try to answer Take a brush (probably a sparkle type that looks good in white) brush around where you want it to look like (usualy alot on th eback of the render and gradually going down) then copy that layer, gaussian blur, and set it to a blending mode that pleases your eye. Then take the eraser tool, and use a similiar brush set, and set the opacity and fill and flow to like 30-40 around there for both, and start erasing little by little on the layer that you did the white effect on. Then duplicate that layer again, gaussian blur, then the blending mode. I guess you keep doing that until you find something you like.And trying to copy the background, or the whole picture itself, gaussian bluring it (maybe 3.4) and setting it to a blending mode can also help, if you just want to have little white sparsk to show in a glowy way, set it to lighten.)
