Make a black Back Ground. and make white dots all over more than on the picture below. and make them smaller than on the pic below. I am just lazy... :Blush:



Then go to filters... Radial blur 100% 3 times... Then add color and a lighting effect.


Last use The brightness and contrast to make it look cool...

i used that method and mixed my own stuff with it and came up with something nice! ill give you 10 credit's for helping me out with a quick tut!
