So i have $1300 (USD) to spend, what should i get?

I'll be using it for some gaming but mainly photoshop, and C4D

and it needs to be low latency or something so i can host my games on starcraft lmao :D

PS3s are more suited towards being used as media centers, not gaming.
Xbox 360 is a better gaming platform(from a performance standpoint)

and since you have "no idea what" you're talking about then i advise you NOT to DIY

    try configuring one from there.
    My advice is as follows

    http://www.ibuypower.com/ibp/store/configurator.aspx?mid=191
don't use the power supplies included with the cases
    c2d e6400
    2GB RAM(for you, the type won't matter)
if possible, only buy a system with 1GB and add in an ADDITIONAL 2gb yourself, it's cheaper better and you get more.
    GeForce 7600GT

and if in doubt on something, you probably don't need it, but feel free to askaway

I configured a base system for around 1.3k

Search at wikipedia for latency, there you go. Anyhow, newegg.com is best to buy from, that, and zipzoomfly. I'm assuming you mean $1300 with tax, so I'll start with some parts tonight, and finish off tomorrow.

    Case:
    NZXT Apollo Black Chassis
    http://www.newegg.com/Product/Product.asp?...N82E16811146025
^ Is what Im getting, pretty spacious as described in the reviews. I read all 90-sumodd of them.

    Motherboard:
    Gigabyte GA-P965-S3
    http://www.newegg.com/Product/Product.asp?...N82E16813128017
Once again, what I'm getting, seems reliable from ratings and reviews. Good OCer if you plan on that aswell.

    Processor:
    Intel Core 2 Duo e6400
    http://www.newegg.com/Product/Product.asp?...N82E16819115004

As for the rest, it can be done tomorrow.
