Though you make some good points, i disagree on this one. Theres nothing wrong with hiring different people for different jobs. Ive started and own several projects, and several times ive hired a designer and different coders for one job (heck one project i had 3 coders working on it). There are some really skilled freelancers that aren't directly connected to a webdesign office and still do a very good job. The best designers i know of can't even code ;)[/b][/quote]
I concede since you obviously have direct experience :P. With my budget though? Yeah... no. But I wouldn't hire anyone with my negative budget :P. I'm going to go out on a limb here with this next comment: if you were after the most bang for your buck, you'd probably only hire one person (which, in my experiences, most businesses are on this side of things). If you were after the best design and had a large enough budget, you'd probably hire a designer and developer. And if you're like me: either you buy a pre-made and coded design, or you create your own. I'm cheap and broke, what can I say?

    If I'm wrong, then I'm wrong, but that's what I'd do ;)

you make a very good point. however when you're serious about a project you really have to ask yourself, what will this small budget get me? sure, you might be lucky finding someone who can do a very good job but is unaware of the actual value of his work (had this once haha), but higher budgets will just get you much better results and eventually pay back (hopefully).
i read a funny article on sitepoint about developpers with small budgets that had some good posts. aimed at designers though not the buyers.
