Blocking Programs And/or Urls

    Ok, well basically I want just what I mentioned in the title(by the way I have Windows XP home), is there anyway to block programs from being used on your computer or even downloaded? And or is there anyway to block a URL that would take you to that download, such as, my sister keeps getting yahoo messenger which I completely despise and I told her to stop getting it, but anyone with ignorant siblings might know how I feel. And she also keeps going to these horrible sites, I have no clue what it is, but something like dollpalace.com or something, and all I do is get that gay ass spyware mywebsearch bar, she knows nothing about spyware, but basically all I want to know is how to block it.
    I've looked through windows firewall, and tried blocking it there, I don't know if I did it right, so if that is the way to block yahoo messenger from being used, can you please explain how to set it up? I've also tried going into IE trusted sites and restricted sites and adding them, but it doesn't seem to block anything, even when using IE, although she uses AOL while I use Firefox. I doubt there is anyway for me to block the download URL or that dollpalace place without using a main AOL account or something, just curious. I've also looked at the rating system, but thats basically for like violence/porn and stuff, I could set it to block sites with a password while she is on, but then she couldn't go to any site.
    Any help would be appreciated, as always, if including programs to do this, can you keep it free? lol

    It sounds like Spyware.

    Either get Spybot : Search & Destroy

    Or

    Adware.

    Search on google for it and check out the trial. If you like it just get the "legal" version if you get my drift. ;)

    Yes, I know it is spyware, I have adaware and Microsoft antispyware beta, I know how to get rid of it, but once again, she knows nothing about spyware and she doesn't listen to me, this isn't my computer, although if I didn't care enough to run spyware scans and virus scans this computer would probably be impossible to use. I can get rid of it all I want, but she just gets it back because she doesn't listen. Thats why I need a way to block her from getting to it, along with yahoo messenger because ive never had good expericences with it.

    If you got windows xp go into Control Panel>Admin Tools and run local security policy. Click on software restriction policies and then Additional rules. Right click the right window and then go into new path rule. Find the program you want to block and disallow that application. This works for me. but i also use Folder Guard that works perfectly for blocking programs. You can try the trial - features includes - master password,no entry to folders, adding PW protection to multiple folders you dont want accessed.

    Is there something I am missing Darkstar? Because I don't see local security policy anywhere.

    Yeah, thats weird, I don't know why it isn't there, but is there anything else I could use to block programs?

    I use Sygate Personal Firewall, and it's free! (Sygate Personal Firewall download page) It's a very good program. Whenever a program tries to access the internet, you can choose to Allow it or Block it. For example, the first time I opened up Opera after installing Sygate, it came up with a box. It said the Opera was trying to access the internet. I could check a box that says "Remember my choice", so when I clicked "Allow", it would remember my choice. So, you can choose to block Yahoo Messenger, so your sister can't even connect! Hope that helps!

    I'll have to try that out, Windows Firewall also offers to do that, but I never download the program, basically meaning if that comes up, it came up when my sister was on. So thats why I tried going into the list of stuff that it blocks and allows and tried adding it myself, but it didnt work.

    Sygate is good, unless she knows how to change the permissions... you can allow it after you dis-allow it.
