    Step 1
Open up the graphic or picture that you want to add the rain affect to on a new layer. For this tutorial, I am going to use this picture for both the animated and still rain:

    Step 2
Create new layer. Make sure your default colors are selected (by pressing "d" on the keyboard), then go to Filter --> Render --> Clouds

    Step 3
Next, go to Filter --> Noise --> Add Noise Use these settings:
    Amount: 135
    Distribution: Gaussian
    Monochromatic: checked

    Step 4
Filter --> Blur --> Motion Blur
    Apply these settings:
    Angle: -40
    Distance: 15
Then, set the topmost layer's mode to Screen. You should end up with this:

    Step 5
Now, go to Image --> Adjustments --> Levels and apply these settings:

You should end up with this:

Great! You are done if you only want to add the still rain effect .
Please continue on to learn how to create animated rain.

    tep 1
Repeat steps 1-5 in Part 1 at least 4 times. Make sure that you Create a NEW Layer every time that you go through the rain making process (refer to Step 2 in Part 1) You should end up with 4 different rain layers.

    Step 2
Jump to Imageready (located at the bottom of the Tools palette).
Then, make sure that your "Animations" palette is open (Window --> Animations) and duplicate the frame as many times as you have rain layers... In my case, I will duplicate it 4 times.

    Step 3
Select the first frame (by clicking on it in the animations palette), and turn off all the rain layers but the first one. Then select the second frame and turn off all the layers but the second. Do this for every frame.

    Step 4
Set the delay for each frame to 0.1 seconds (click on the "0 sec" arrow).
To test your animation, click the "play" arrow under the frames. Here is my finished result:

Remember: the more frames that you create (the more rain layers that you create), the more realistic your animation. Try creating 10 or more for a detailed rain effect. Also, play with the delay time for each frame so that the rain does not seem to fall systematically.
