Right now credits are disabled for posting. As for rep... have you ever used ebay? It's kinda like the ebay feedback system.. you also need 150 posts to [+] or [-] Rep. hope that helped.
basically when the site is running normally you get 1 credit each time you post apart from in some sections where it is clearly marked that you wouldnt get any credits (like this section). The rep system is kinda like the ebay one but there are many differences. Basically if you see someone doin something that you like then you can (+)rep that person but you need 175 posts i think to be able to do this. Also if you see someone doing something you dont like you can -rep them, however be careful how you use this section because if the rep is invalid (not for a good enough reason) then you can be fined and warned
