you can use it, without it being verified.. my friend had the same problem... mines not verified, and i got 15 bucks... and i can use it... good luck with problem
No not mine you made yours under canadian i believe? My was under us which has no spending limit unless credit card or bank .. So im selling it for some stuff signatures tutorials credits anything.

The only way the account can be used to transfer funds.. aka buy sell or trade, withdrawl or deposit, is if there is a credit card or bank account attached to it. You can have $3,000,000 on PayPal, but if there is no credit card or bank attached to it, it's value is $0. Unless, ofcourse, that person wants to add THEIR bank account/credit card.. But then again, you can only have one account with the same bank or credit card.
