So i guess it has to be pretty general use. Looking to spend is around ~$250CAD. Don't know too much about LCD's although i do have a DVI so that isnt an issue
DVD? you'd like 19" widescreen then... I'll look around for canadian prices. Your best deal though, is to check your local computer shops.
Any brands / spec's i should be looking for, i have noticed however that most are 8ms so i'm guessing ghosting is an issue of the past / really cheap monitors

I have a Westinghouse LCD with a 12ms response and I don't get any ghosting at all, so look for something with 12ms response or less and a contrast ratio of 700:1 or better. Other brands I know are pretty good are Samsung, Viewsonic and BenQ.
