i normally go with very very simple borders, but for tech stuff u should use brushes, check the brushes section of the forums and see if u find...
get some star-map brushes, they can add that cloudy/stary effect ur looking for, also if u rendered clouds on like... lighten at a low opacity...
the thing on his arm will have been done with a small brush, probably soft, duplicate it into 2 layers and blur the bottom one, sharpen the top...
more often than not fire is done with brushing and soft brushes, but u can also find some premade fire/flam brushes out there, try looking in the...
