I suggest downgrading to 98SE or win 2000. They will be cheap and it will be a better solution for your problem as your os is one of the worst.
Lots of people using the internet share the same IP address. It seems someone with the same IP address as you is downloading from megaupload.

Use the slice tool to make slices. once you have sliced goto File>Save for Web Once there highlight every slice and select to save them as .gif....
