DVD writers cost ~50$ CAD, its not like its going to cost you a fortune. Also if you build your new PC yourself you could always reuse the DVD-RW...
well you can order a DVD online, and if your computer is that old than vista probably wont run

when you installed the video card did you ensure that it was seated correctly? and that the monitor cable is plugged into the video card?
