It depends really, you can smudge with default brushes and mess with strength and use scatter filters if you want. It all depends on your style...

FX at the bottom matching the sig is nice & the fx near the arms are pretty sick. Niceeeeeee.
Sharpen the pic a little bit more or blur the fx on the bottom near the sprite and it'll be great. I like it, very nice.
