The directory's wrong for a start: http://www.techonet.net/cutenews even that dont work, make sure its the right directory or try reuploading.
Brightness/contrast layers work well, go to: layer >> new adjustment layer >> brightness/contrast...and then mess around with the settings ;)
Or you simply make them urself.
