My first response what a Star Trek game, but the symbols dont match up .. second best quess is one of the Master of Orion series .. mabey the 3rd or 2nd one.

EDIT: OHHH!!! I remember this game ... how could I forget!!! ITS GALACTIC CIVILIZATION!!! I knew I recognized those symbols somewhere.

As I said before, its GALACTIC CIVILIZATION!! (Disregade the CAPS, just copy/pasted) .. trust me google is your big friend also. If you go and search google Drengin Empire, you can get to the website of the game. Hehehe, plus the symbols are a give away. (mabey for me, i am just a space related game freak, I love them all.)
