Its free to register an account, but to conduct any transfers or anything of that particular nature, no.... its not free

 

what they mean its free to register account but cost ya a lil fee to use it

You can use PayPal yes, can you send money, or get money from someone else No. Your parents will need to add a credit card, or bank account for the paypal to fully work.

 

Paypal is free, too an extent. You can only buy so much and sell so much per month through paypal, otherwise you have to upgrade to Paypal pro or whatever it's called. I think the limit is spending up to 500 a month and recieving 100 a month, I am not sure on the numbers but I believe I am close.
