Blame the government for that problem. And hell you can talk about there being places to build houses once the water clears but that's gonna be a damn long time in some parts. What's most important is what these refugees (if you may call them that) need now. What good is a house going to do these people if they're dead cuz they ain't got no food, water or medicine? If you want my opinion, I don't think it's 100% a problem with the quality of the houses. Any building is vulnerable in a massive storm like Katrina so you can build yourself an f'n mansion if you want and it could still be destroyed.
