When you buy a bronze package from steam and put it on a brand new account with nothing else on it, all you get is what comes in the Bronze account. When you buy either the Silver or Gold account, you also get what Steam calls their "Back Catalog" which is all the other games before HL2 and all them. Or you can buy a Bronze package or the Retail HL2 and put it on an account you normally use that has 1.6 on it, that will give you all the games.
